Efforts to Reduce Poverties in Developed and Developing Countries / Instances from Korea(Developed country) and Philippines(Developing country)

초록

Poverty is a state or condition in which a person or community lacks the financial resources and essentials for a minimum standard of living. Poverty means that the income level from employment is so low that basic human needs can't be met. Poverty is a problem and issue in society. Poverty entails more than the lack of income and productive resources to ensure sustainable livelihoods. Its manifestations include hunger and malnutrition, limited access to education and other basic services, social discrimination and exclusion as well as the lack of participation in decision-making In Korea, a developed country, During the two decades since it became a democracy, South Korea has faced lingering problems, such as poor governance, high-level corruption, lack of leadership, political conflict, social polarization, volatile public opinion, and lack of consensus on major issues. In the Philippines, a developing country, Poverty has proven to be one of the most significant challenges facing this country and its citizens. According to the Asian Development Bank, the major causes of poverty include: low economic growth, a weak agricultural sector, increased population rates and a high volume of inequality. And there are organizations in each of these countries. These organizations will be the solution to poverty problems and issues.

      Good question! If you look through the video, you will see the comparison of MDGs and SDGs around 1 minute and 50 seconds. As you can see, MDGs was established prior to SDGs, and its purpose was to resolve some social, economic and environmental issues. SDGs also has the same purpose but it mainly aims on social sustainment and protection.

    그룹 6에서 아동 포르노 학대 연구를 진행한 개인 참가자 박수빈이라고 합니다. 필리핀 빈곤에 대한 TAT팀의 발표과 제시된 솔루션의 방향은 개인적으로 매우 인상적이었습니다. 특히 한국 정부와의 비교는 해당 필리핀 정부의 기아와 경제적 결함이라는 문제점을 더욱 강조하는 좋은 접근이라고 생각합니다. 다만 필리핀 정부가 어떤 특정한 정책들을 시행 할 것인지에 관한 솔루션은 기부 및 국제연합의 보조등 이미 시행되고 있는 정책이 대부분이라고 생각합니다만, 이 부분에 대해서 TAT 팀의 상세한 의견 혹은 새로운 아이디어를 듣고자 합니다. 자세한 예시나 이미 해당 전략이 적용된 사례가 있다면 이 부분 역시 소개해 주시길 바랍니다.

      안녕하세요 Subin 님! 저희는 현재 시행되고 있는 정책들을 위주로 조사하여, 각국 빈곤문제를 유발하는 정책적인 원인을 알아내보고자 이 보고서를 작성하게 되었습니다. 조사과정에서 알아낸 이유 중 가장 눈에 띄는 특징은, 바로 필리핀 정부에서는 식량, 생필품 등의 1차적인 지원을 하는데에 많은 노력을 기울이고 있다는 점입니다. 이는 빈곤문제가 필리핀에서 더욱 시급한 문제라는 걸 고려해봤을 때도, 빈곤아동의 교육, 복지와 문화 생활에도 도움의 손길을 뻗는 한국 정부의 정책과 비교했을 때 상당히 단기적인 정책에 불과하죠.
      한 나라의 경제를 복구하기 위해서는 구호물자가 아닌, 스스로 산업을 발전시키고 각국의 환경에 맞게 최적화해야 한다고 생각합니다. 따라서 저희 팀은 선진국의 예시 중 하나인 한국의 정책처럼, 필리핀 또한 생선이 아닌 고기를 낚는 법을 가르치는 구호활동을 펼쳐야한다고 생각합니다. 예를 들자면, 빈곤 아동 교육비 지원 또는 빈곤층을 위한 일자리 마련 등이 있겠네요. 인구가 과도하게 증가하는 현상 또한 필리핀에서 제어해야 할 현상 중 하나라고 생각합니다.

    Such a great analysis. South Korea also faces “poverty” since it sometimes lacks consensus among citizens and political rupture exists. However, South Korea has overcome the physical poverty. On the other hand, Philippines is still suffering from physical poverty, as TAT team mentioned. My question is what do you think is the distinctive element that differentiates South Korea from Philippines in terms of economic development? In other words, the element that contributes this economic gap between South Korea and Philippines.

      Hello! This is TAT team. Thank you for your question. In our opinion, the difference between the developed and the developing countries is derived from their own “industrial development.” In the 1990s, Korea overcame the economic crisis faced by Japanese colonial era and the Korean War with domestic industrial development. On the other hand, the Philippines has been liberating from the rule of powerful countries such as the United States and Spain, and has been maintaining its labor-intensive economy without noticeable industrial development or technological advancement.
      In short, I think that if a country’s economy is to develop, industry and education should be developed not only through the efforts of the government but also through the efforts of all the people.

    Hello! Thank you for your detailed report and good presentation. You told me that each country has organizations, but it is not working well, and that the government is responsible for this. However I think NGOs and countries are actually different entities. There are many policies that the government has already implemented but not worked. Wouldn’t it be hard to see a big impact on government supporting and being care about the problems of NGO internal management and isn;t it inefficient? Then what are the efforts that NGOs can make on an internal level?

      First of all, we mentioned the government and NGOs together because they are the two representative examples of the organizations working to improve welfare in the countries. I think there is definitely something that can be done for the welfare of the people as a government agency, just as there is something that can be done by NGOs. For example, governments can do activities related to national systems, such as enacting welfare laws, but they can’t afford to pay attention to organized and detailed matters like NGOs. I think the biggest synergy can be achieved when the two organizations work together.

    The video and the paper were both informative and entertaining to watch. The fact that you connected the situation of poverty in both countries to the recent situation of COVID-19 was interesting to know. While reading your paper, I was wondering about the solutions to the COVID-19 situation regarding poverty. My question is, are there any ways how the countries could better aid those suffering from poverty in the future under major constraints like the COVID-19 situation?

      Hello, this is team TAT. As you said, people in each country are suffering from a huge economic crisis due to COVID-19, which is easy to quarantine and socialize in advanced countries, but not in developing countries. Currently, the Philippines has imposed a curfew, and it sometimes relaxes the ban for the livelihood of ordinary people. For the Philippines’ economy, it seems urgent to create a teleworking environment and create jobs.

    Hi! First of all, this was a great essay! I truly learned more about the extremes and the policies according to poverty. A few questions, though. You said that the consequences of poverty include a lower birth rate; however, are there other consequences that affect the economic domain greatly? Also, although Korea has great welfare systems, the birth rate is still very low. Are there other policies that can complement that negative effect? Again, thank you so much.

      Hello, this is team TAT. I mentioned that the birth rate in the Philippines is lower than before, but it can never be said to be lower than all of other countries. Religious reasons also affected the high birth rate, which rather leads to poor lives for the people. It’s because they have to support a lot of their family with a small cost of living. In Korea, low birthrates and aging are underway. I think older people should find jobs that are more profitable without harming their health, and low birthrates have economic reasons, but the government should make parents raise their children without worrying about career breaks.

    We are Keonguk student council team 1.
    We were also researching the topic, poverty. As our point of view was to focus on poverty in African countries which are so distant from Korea and hard for people to imagine the reality, your viewpoint was interesting to us; comparing and stating the different kinds of poverty in two different situations.
    As a question, why is there still much poverty around the world despite the efforts that you mentioned as 4 types of solutions?

In fact, the gap between the rich and the poor is an inevitable phenomenon in the economic society of capitalism and neoliberalism, but I think that narrowing the gap and leveling up people’s wealth is what we should work on. Although it may seem insignificant now, I think the economy can develop gradually if more people have interests in this situation.

    Thank you for the presentation. In the video, you used two different types of countries, Korea, a well developed country and in contrast, Phillipines, which is currently still a developing country. This made it very clear how these countries will deal with this problem. However, I would like to know what sets apart a developed and a developing countries actions when facing poverty? Do these specific actions truly help? Thank you.

      Although developed countries have developed more than developing countries, there are still poor people. But we use capital to support not only their livelihood but also their cultural life and education. On the other hand, developing countries have far more people suffering from poverty, so it is overwhelming to help them lead human lives. It’s hard to compare the results of the two policies alone, but it’s never easy for a developing country to overcome poverty on its own.

    TAT팀이 빈곤 문제를 해결하기 위하여 제시한 문제접과 해결 방안은 매우 인상적이였습니다! 발표 영상도 매우 흥미로웠고요. 이에 대해서 필리핀 정부가 어떠한 해결을 해야하는지에 대하여 이야기한 점 또한 매우 인상적이였습니다. 필리핀 뿐만 아니라 여러 국가에서 일어나는 빈곤을 해결할 보편적인 방법이 있을지 토의해보고 싶습니다. 감사합니다!
